**Summary/General Description of Job:**
The Business Resource Manager is responsible for management of the Business Office and its processes and systems, and serves as the on-site point of contact for all business issues relating to project support, to include subcontract management, records administration and management, human resources, property management, and accounting.
**Essential Duties and Job Functions:**
* Supervises Business Office personnel, including but not limited to: technical direction and guidance, job tasking, training, establishing priorities, and maintaining accountability of all assigned personnel.
* Provides supervisory/operational expertise to ensure contract and corporate compliance of all tasks, functions, and requirements in the Business Office.
* Directs the accomplishment of maintaining, coordinating, and reviewing contract and subcontract requirements. Supports the Project Manager in analysis of contract performance.
* Ensures that all subcontracts are complete, accurate, and in compliance with all applicable laws and regulations.
* Coordinates with Government representatives and creates appropriate supporting documentation to facilitate contract modifications.
* Provides direction within the Asset Management Planning tasks for Service Contracts.
* Assists the Project Manager in contract negotiations and provides necessary supporting documentation.
* Supervises, reviews, and approves all payroll processes and deduction related reports.
* Implements all SOPs for the Business Office and its related functions.
* Ensures that disbursements of company funds are for valid services performed.
* Supervises and reviews the accounts payable process. Reviews and approves purchase orders, invoices and expense reports' cost codes.
* Supervises creation of financial reports on the status of the project (i.e., income statements, budget comparisons, budget analysis, cash analysis, cash forecast, labor cost report and project cost analysis).
* Coordinates resolution of accounts payable issues with other Chugach site managers and supervisors.
* Coordinates resolution of accounts payable issues with vendors.
* Interfaces with corporate accounting staff.
* Follows Chugach Government Solutions (CGS) furnished information directives, standard operating procedures, etc.
* Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
* Four (4) years of college or a Bachelor's degree in a business related or accounting field.
* Possesses at least three (3) years of recent (within the past 10 years) responsible experience in the management and supervision of facility operations.
* Extensive knowledge of payroll processing requirements for SCA, DB, union, and exempt employees.
* Extensive knowledge of contract administration through hands-on experience.
* Extensive knowledge and skills with Microsoft Excel and/or compatible spreadsheet programs.
* Experience compiling data and preparing cost proposals
* Experience working with 401(k) plans, garnishments, and employee benefit plans.
* Must be able to obtain and maintain a National Agency Check or any required clearances.
* Proficiency in oral and written communications in English.
* Basic computer skills to include the ability to input data into the system and generate various reports and correspondence as required.
* Advanced degree in Accounting or Business Administration.
* Experience supervising more than 10 employees.
* Familiarity with Davis Bacon and Service Contract Act requirements.
* Experience in labor negotiations.
* Experience in Cost and Pricing analysis.
