### Summary
This is a developmental position where you will perform the less complex tasks of the position independently and receive specific instructional guidance in the accomplishment of the more difficult assignments. The work will be reviewed for technical accuracy, soundness of approach, and compliance with policy. Assignments will become progressively more difficult in nature and are designed to provide the knowledge, skills and abilities required to successfully perform at the next higher level. Promotion to the GS-09 and/or GS-11 level can occur without further competition once all training, regulatory, and performance requirements are met.

### Responsibilities
**GS-05:**
* Perform developmental duties which are designed to orient the employee, who is serving in a trainee capacity, in the application of common contracting methods and contracts types, and to assist in the procurement of standard service; supply; and/or construction items, services, and/or materials through formal advertising and negotiation procedures using primarily firm fixed-price contracts.
* Perform procurement tasks usually consisting of specific, related tasks that are selected to orient the employee in the practical application of contracting methods, contract types, the Federal Acquisition Regulations, etc.
* Develop source lists of responsible contractors, coordinating with the small business specialist.
* Assist in monitoring contract performance and provide information and assistance to others relating to contracting work and prepares correspondence.
**GS-07:**
* Perform developmental assignments which are designed to provide the employee, who is servicing in an advanced trainee capacity, in the application of common contracting methods and contracts types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising or through limited use of negotiation techniques.
* Follow established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by command names for which standard prices lists are available.
* Prepare Initiation for Bid (IFB) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included.
* Assist in monitoring contract performance and assist in contract termination.
* Provide advice and assistance to others relating to contracting work and prepares correspondence.

### Qualifications
**BASIC REQUIREMENTS:**
Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
In addition to meeting the basic requirements, applicants must have one year of specialized experience in the next lower grade accordance with Department of Defense 1102 Qualification requirements:
**For the GS-05 grade level:** A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
* OR-
A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.
**SPECIALIZED EXPERIENCE:**
For the GS-07 grade level: Applicants must have one year of specialized experience equivalent to the GS-05 level. Specialized experience is experience that may have been gained while in the Federal service procuring a wide variety products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications; performing price/cost analysis; monitoring contractor's performance; performing work associated with termination of contracts.
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of contracting principles, policies and procedures.
2. Knowledge of business practices and market conditions applicable.
3. Skill in applying contract price/cost analysis techniques to a variety of pre-award and/or post-award procurement actions.
4. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE:** Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions **not later than 120 days after the date of submission**. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
