### Summary
**About the Position:**
Serve as Management and Program Analyst in the Manpower and Agreements Branch of the Resource Management Office.
**About the Location:** Fairbanks is host to many different cultures; unique shopping and dining facilities as well as sporting activities such as fishing, hunting, hiking, camping, snowboarding and skiing. We have spectacular views of the Northern Lights and larger than life ice sculptures. Population is about 87,000. Winter brings consistent snow conditions from November through March. Winter temperatures average 8 degrees F to minus 19 degrees F with extremes down to minus 30 (or lower) and about 5 hours of daylight; summer temperatures rise into the 70s and 80s and about 22 hours of daylight.

### Responsibilities
* This is a developmental position, duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11 grade level, the incumbent will:
* Prepare support plans and conducts analysis designed to identify, capture and accurately evaluate all viable known and hidden resource requirements.
* Maintains installations catalog of services, validates funding annexes and basis of reimbursement.
* Conducts required ongoing reviews of installation agreements in effect and makes necessary modifications.
* Provides and captures directorate data for performance metric programs to include but not limited to common levels of support, installation or unit status report, performance management, and readiness support.
* Responsible for system administration, coordination of training, implementation, and overall management of systems.
* Assists with the management of the official manpower and equipment documents and in the development and implementation of the Garrison management internal control program.
* Prepare and coordinate Support Agreements, Memorandum of Agreements or Memorandum of understandings, involving the Garrison.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
**GS-09 Specialized experience is defined as:** Assisting in the development of Inter-service and/or Intra-service support agreements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). This is a developmental position. Please see GS-11 for full performance level requirements.
**OR**
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, etc. ** NOTE:**You **MUST** attach a copy of your transcripts for verification.
**OR**
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
**GS-11 Specialized experience is defined as:**Assisting with manpower studies such as; providing qualitative and quantitative analysis in order to evaluate methods concerning the efficiency and effectiveness of program operations and organizational productivity.
This definition of specialized experience is typical of work performed at the next lower grade/level position the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, etc. **NOTE:**You **MUST** attach a copy of your transcripts for verification.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
